Onboarding Restrictions for Regulated Professions

As an Employer of Record (EOR) provider, Horizons cannot support the onboarding of individuals in regulated professions. These roles are subject to strict legal and professional requirements, including specific licenses, certifications, and professional insurance, which fall outside our scope of service.


Why We Cannot Onboard Regulated Professions


1. Business Scope Limitations

Horizons does not have the authority to verify and ensure that employees hold the necessary licenses, certifications, or meet the professional requirements mandated by local authorities. 


2. Insurance, Security, and Financial Risk

Our professional liability insurance does not cover negligence or errors related to regulated professions. In cases where professional misconduct occurs, we are not authorized to assume the associated risks or liabilities.


Examples of Regulated Professions We Cannot Support   

The following are examples of professions that are typically regulated by law and cannot be supported under our EOR model: 


Health Professionals (High risk; not authorized under our business scope)

  • Medical doctors
  • Nurses
  • Dentists
  • Pharmacists
  • Veterinarians
  • Physiotherapists


Legal and Financial Professions (Require specific licenses and liability coverage)

  • Lawyer/Attorney (however Legal Consultant/Legal Project Manager are possible)
  • Financial advisors
  • Tax consultants


Technical and Engineering Professions (Regulated by national bodies)

  • Architects
  • Civil engineers
  • Electrical engineers
  • Surveyors


Other Professions Typically Not Supported

  • Construction workers (High-risk environment; not authorized under our business scope)
  • Retail employees (Not suited for EOR solutions)
  • Maritime employees (crew on ships) (Complex international regulations not aligned with EOR services)


Determining If a Profession Is Regulated

This is not a comprehensive list of regulated professions. To determine whether a profession is regulated, consider the following checks:

  • Does the employee need to be registered with a governing body?
  • Are there specific insurances this profession is required to have, such as personal indemnity insurance?
