Why Horizons Does Not Provide Verification Letters for Contractors

At Horizons, we are committed to ensuring compliance with local labor laws and global employment standards. As part of this commitment, we do not issue verification letters or other employment-like documentation for contractors engaged through our platform.
Why We Don't Provide These Letters
Horizons operates as an Employer of Record (EOR) for employees, and separately facilitates the engagement of independent contractors. For contractors, the relationship is strictly a commercial agreement between Horizons and the contractor, governed by the terms of the contractor agreement.
Issuing verification letters or similar documents for contractors may:
- Misrepresent the nature of the relationship between Horizons and the contractor
- Resemble HR or employment documentation, which could suggest an employment relationship
- Increase the risk of worker misclassification, especially in jurisdictions where the line between contractor and employee is closely scrutinized
Even if such a document refers to the individual as a "contractor," referencing regular payments or ongoing services can raise concerns with local authorities and potentially conflict with our compliance obligations.
What Contractors Can Use Instead
Contractors who need to confirm their relationship with Horizons can refer to their contractor agreement, which outlines:
- The services to be provided
- The agreed payment terms
- The duration and scope of the engagement
