1. Who is Global Payroll for?

Global Payroll is ideal for companies that already have legal entities in multiple countries and want to streamline payroll operations.

2. Can I use Global Payroll without an entity?

No. If you don’t have an entity in a country, you’ll need our Employer of Record (EOR) service instead. However, we can also help you set up your own entity through our entity establishment service. This is a great option if you’re planning for long-term operations in that country and want full control over your local presence.

3. How do you ensure compliance?

We partner with local experts and use automated compliance checks to meet tax, labor, and reporting requirements in each country.

4. What countries do you support?

We currently support payroll in 18 countries, including Canada, Hong Kong, Japan, the UK, and the USA. If you require payroll in a country we don’t yet cover, we can still help, we have the flexibility to launch support in a new country within 2–3 weeks, depending on local requirements. Our goal is to scale with you, wherever your teams grow.


5. How do you ensure compliance with local tax laws, social security, and reporting obligations?

We have local in-house specialists who work closely with the authorities—not just a registered address or entity. Our compliance processes are continuously updated, and clients have direct access to our local experts for guidance.


6. Do you provide statutory filings in each country?

Yes. This is part of our service. We manage all statutory filings and proactively stay ahead of compliance changes to keep you fully compliant.


7. What is the implementation timeline per country?

Our typical implementation timeline ranges from 45 to 90 days per country. The exact duration depends on:

  • Local regulatory requirements
  • Completeness of the data provided
  • Complexity of your payroll setup


8. Are there setup costs, minimums, or hidden fees?

We keep pricing simple and transparent:

  • One-time setup fee (varies by number of employees onboarded)
  • Monthly Client Minimum Fee
  • Payroll Minimum Fee per cycle
    If your total service fees fall below these minimums in a given month or cycle, the minimum fee will apply. There are no hidden fees at Horizons.


9. How do you compare to well-known players like ADP?

As an Employer of Record (EOR) provider, we offer flexibility that traditional vendors often cannot. For example, we provide a suite of Value-Added Services (VAS) that can be purchased alongside Global Payroll—an advantage for clients transitioning from EOR to GP.


10. What is the contract length and flexibility (monthly, annual)?
We’re flexible on contract structure and can work with you to agree terms that fit your organisation. Our legal team can draft an arrangement that’s mutually beneficial.
The only fixed requirement is a 60-day notice period should you decide to end the contract. This ensures a smooth offboarding of all payroll operations across countries.
